Implementation Measures of Yunnan Province for Recruiting High-Caliber Technological Talents

第一章 總則
Chapter I General Provisions
第一條 為貫徹落實《中共云南省委云南省人民政府關(guān)于創(chuàng)新體制機制加強人才工作的意見》(云發(fā)〔2014〕1號),深入實施人才強省戰(zhàn)略,加大高端科技人才引進力度,增強自主創(chuàng)新能力,促進云南科學發(fā)展和諧發(fā)展跨越發(fā)展,特制定本辦法。
Article 1 These Measures are hereby formulated for the implementation of Guiding Principles of the CPC Yunnan Provincial Committee and Yunnan Provincial People’s Government on Strengthening the Human Resource Work through Institutional and Organizational Innovation (YF [2014] No.1) and the “Strategy of Developing a Talent-based Province”, intensify the efforts to recruit high-caliber technological talents, enhance the ability of independent innovation, and promote the scientific, harmonious and sustainable development of Yunnan Province.
第二條 以引進云南省經(jīng)濟社會發(fā)展緊缺急需的高端科技人才(以下簡稱“引進人才”)為目標,每年從海內(nèi)外重點引進10名左右在學術(shù)領(lǐng)域處于領(lǐng)先水平,擁有先進專利技術(shù)成果,能推動我省重點產(chǎn)業(yè)技術(shù)突破,帶動戰(zhàn)略性新興產(chǎn)業(yè)、高新技術(shù)產(chǎn)業(yè)發(fā)展的高層次優(yōu)秀科技人才來滇工作。
Article 2 The goal is to recruit high-caliber technological talents urgently needed for Yunnan’s economic and social development (hereinafter referred to as “recruited talents”). Each year, about 10 such talents who are among the best in their academic fields with advanced patent technology achievements, and who can make technological breakthroughs in Yunnan’s key industries and promote the strategic development of the emerging industries and high-tech industries, shall be recruited to work in Yunnan.
第三條 高端科技人才引進工作在省人才工作領(lǐng)導小組的領(lǐng)導下,由省科技廳牽頭,省委組織部、省教育廳、省財政廳、省人力資源和社會保障廳按照各自職能共同開展工作。
Article 3 Under the leadership of the provincial leading group for human resource work, the recruitment of such talents shall be organized by Yunnan Provincial Department of Science and Technology and jointly carried out by CPC Yunnan Provincial Organization Department, Yunnan Provincial Department of Education, Yunnan Provincial Department of Finance and Yunnan Provincial Department of Human Resources and Social Security according to their respective functions.
第四條 在省科技廳設立“云南省高端科技人才引進計劃”,支持高端科技人才引進。省科技廳負責引進人才的日常管理工作。
Article 4 The Provincial Department of Science and Technology will finance “Yunnan Provincial Recruitment Program for High-Caliber Technological Talents” and bear the responsibility for the regular management of these recruited talents.
第五條 堅持“需求主導、政府引導、雙向選擇、突出特色、重在使用”原則。
Article 5 The relevant authorities will adhere to the demand-oriented, government-led, two-way-preferred, feature-prominent and utilization-based principles.
第二章 引進對象
Chapter II Desirable Talents
第六條 從省外正式調(diào)入或全職引進到我省企事業(yè)單位工作,并與我省企事業(yè)單位正式簽訂5年以上引進協(xié)議,年齡一般不超過55周歲。
Article 6 Desirable talents will be formally transferred or recruited to work at enterprises or public institutions in Yunnan from outside the province and will be required to sign the Talent Recruitment Agreement with a term of over five years with the enterprises or public institutions involved. In general, the talents to be recruited shall not be over 55 years old.
“兩院”院士或我省重點產(chǎn)業(yè)緊缺急需的特別優(yōu)秀人才,年齡可適當放寬。
The age limit can be flexible appropriately for academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering, or for extraordinarily excellent talents urgently needed in the province’s key industries.
第七條 引進人才同時應當符合下列條件之一:
Article 7 The talents to be recruited should also meet one of the following requirements:
(一) “兩院”院士、國家“千人計劃”入選者、國家“萬人計劃”入選者、教育部“長江學者獎勵計劃”等經(jīng)省部級以上部門認定的學科帶頭人、知名專家學者,并能解決我省經(jīng)濟社會發(fā)展急需解決的科學技術(shù)難題的人才。
(1) Academicians of the Chinese Academy of Sciences or the Chinese Academy of Engineering, the talents included in “National 1000-Talent Program”, “National 10000-Talent Program”, “Changjiang Program Scholars” of the Ministry of Education of China, or academic leaders approved by the ministerial and provincial authorities or above, well-known experts and talents who can solve the difficult technological problems currently besetting Yunnan’s economic and social development.
(二) 擁有生物、光電子、現(xiàn)代物流、現(xiàn)代農(nóng)業(yè)、節(jié)能環(huán)保、信息技術(shù)、新能源、高端裝備制造、新能源汽車、新材料、人口與健康等領(lǐng)域我省經(jīng)濟社會發(fā)展所急需的專有技術(shù),技術(shù)成果轉(zhuǎn)化后具有顯著的經(jīng)濟社會效益或具有較大市場潛力的人才。
(2) Talents who have mastered the proprietary technologies urgently needed for Yunnan’s economic and social development in the fields of biology, optoelectronics, modern logistics, modern agriculture, energy saving and environmental protection, information technology, new energy, high-end equipment manufacturing, new energy vehicles, new materials, and population and health, and whose technological achievements will turn into remarkable economic and social benefits or great market potentials.
(三) 在海內(nèi)外某一領(lǐng)域(學科)具有領(lǐng)先地位、并能顯著提升我省某一領(lǐng)域(學科)研究水平和產(chǎn)業(yè)創(chuàng)新能力的人才。
(3) Academic leaders in certain areas (subjects), or talents capable of enhancing the level of a research domain or the industrial innovation in certain areas (subjects) in Yunnan.
(四) 具有在海內(nèi)外知名企業(yè)、高校、科研單位及相關(guān)機構(gòu)關(guān)鍵崗位上從事研發(fā)或技術(shù)管理的工作經(jīng)歷,擔任過高層技術(shù)管理職務,取得突出業(yè)績并能促進我省相關(guān)產(chǎn)業(yè)或科學技術(shù)加快發(fā)展的人才。
(4) Talents who have engaged in key research and development programs, and had rich technical management experience in famous domestic or foreign enterprises, universities, scientific research institutes or related institutions, or who have made remarkable achievements and can accelerate the development of relevant industries or technologies in Yunnan Province.
第三章 工作程序
Chapter III Procedure
第八條 省科技廳不定期征集我省各重點單位對高端科技人才的工作需求,編制引進人才需求信息,并向海內(nèi)外發(fā)布。
Article 8 The Provincial Department of Science and Technology shall collect the information for high-caliber technological talents from key employers on an irregular basis, and provide talent-recruitment information at home and abroad.
第九條 用人單位根據(jù)自身的發(fā)展需求,積極與海內(nèi)外人才聯(lián)系,物色符合引進條件的人才,提出“云南省高端科技人才引進計劃”資助申請。
Article 9 Employers shall actively look for and contact domestic and overseas talents according to their own development needs and file applications for financial support under the guidance of “Yunnan Provincial Program for Recruiting High-Caliber Technological Talents”.
第十條 省科技廳等相關(guān)部門邀請科學技術(shù)、經(jīng)營管理、金融財務等方面專家組成評審委員會。通過資料審查、組織答辯等形式,重點對引進人才的學術(shù)技術(shù)水平,擬實施項目的先進性、可行性及預期經(jīng)濟社會效益進行評審,形成推薦意見。
Article 10 The Provincial Department of Science and Technology and other relevant authorities shall invite experts in such fields as science and technology, business management, finance and accounting to form an Assessment Committee. They shall focus on the academic and technological levels of the talents to be recruited , assess the advancement, feasibility and expected economic and social benefits of the proposed projects through data reviews and defenses before the recommendations are given.
第十一條 評審委員會推薦的引進人才,經(jīng)省科技廳黨組會研究,公示無異議后,報省人才工作領(lǐng)導小組審定。
Article 11 The list of talents recommended by the Assessment Committee shall be submitted to the provincial leading group for human resource work for examination and approval after assessed by the Party Committee of the Provincial Department of Science and Technology if no objection is received after the public notice.
第十二條 經(jīng)省人才工作領(lǐng)導小組審定后,報省人民政府批準列入“云南省高端科技人才引進計劃”予以資助,并以省人民政府名義頒發(fā)《云南省引進高端科技人才》證書。
Article 12 After assessed by the provincial leading group for human resource work, the list of talents shall be filed to Yunnan Provincial People’s Government for approval and entry into “Yunnan Provincial Program for Recruiting High-Caliber Technological Talents” for financial support, and the recruited talents shall be granted the certificate of High-Caliber Technological Talents Recruited to Yunnan Province.
第十三條 省科技廳與用人單位和引進人才簽訂《云南省高端科技人才引進計劃任務書》,任務書簽訂期限原則上應與人才引進協(xié)議期限相配套。
Article 13 The Provincial Department of Science and Technology shall sign the Tasks of Recruited High-Caliber Technological Talents in Yunnan with the employers and the recruited talents, whose term shall in principle conform to the term specified in the Talent Acquisition Agreement.
第十四條 省科技廳等相關(guān)部門和用人單位共同承擔引進人才的服務和管理工作。省科技廳對引進人才實行隨訪服務制 度,及時協(xié)調(diào)解決困難和問題。
Article 14 The Provincial Department of Science and Technology and other relevant authorities shall be responsible for the services and management of the recruited talents together with the employers. The Department shall offer the follow-up services in order to promptly solve difficulties and problems with coordinated actions.
第十五條 引進人才一次性享受100萬元的生活補助,經(jīng)費從省科技廳建設創(chuàng)新型云南行動計劃專項資金中安排。
Article 15 Each recruited talent will be given a lump-sum one-million-yuan living subsidy, which shall be appropriated from the funds earmarked for the Action Plan for the Construction of Innovative Yunnan by the Provincial Department of Science and Technology.
第十六條 引進人才和用人單位可以按省科技計劃項目申報程序和規(guī)定向省科技部門申報擬實施項目,通過立項方式獲得項目和資金的支持。用人單位應按照相關(guān)科技計劃項目立項要求 提供相應的配套經(jīng)費。
Article 16 Recruited talents and their employers may apply for the proposed projects to the provincial scientific and technological authorities according to the procedures and regulations, and obtain support and funds for the projects if accepted. Employers shall provide matching funds in accordance with the project requirements.
第十七條 項目經(jīng)費和配套經(jīng)費單獨建賬,專款專用,主要用于引進人才開展科學研究、實施科技成果轉(zhuǎn)化、解決重大科學技術(shù)難題和冤善引進人才的工作條件。
Article 17 Separate accounts shall be set up for the project funds and matching funds, and the earmarked funds shall be used by the recruited talents for specified purposes such as scientific research, the application of scientific and technological achievements, the solving of major technological problems and the improvement of the working conditions of the recruited talents.
第十八條 引進人才享受《云南省引進高層次人才綠色通道服務暫行辦法》規(guī)定的各項服務。
Article 18 Recruited talents can enjoy services stipulated in the Interim Measures for Green-Channel Services for Recruiting High-caliber Talents to Yunnan.
第十九條 引進人才可自帶優(yōu)秀助手,且不受學歷、職稱、身份和專業(yè)技術(shù)人員崗位比例設置等條件限制。按照政府采購辦法相關(guān)規(guī)定,經(jīng)批準,可以自主采購所需的試驗儀器設備。
Article 19 Recruited talents may bring together with them their own excellent assistants, who are not subject to restrictions in terms of qualifications, professional titles, social status and the limitation to the recruitment of the professional and technical personnel. In accordance with relevant measures for the governmental procurement, the talents may purchase the required facilities by themselves if approved.
第二十條 用人單位應及時了解引進人才的思想、工作和生活情況,積極營造良好的工作生活環(huán)境,切實幫助其解決實際困難。每年11月底前提交引進人才年度項目執(zhí)行情況報告。項目取得重大進展、突破,或發(fā)生影響項目實施的重大事件時,需及時提交專題報告。
Article 20 Employers shall stay alert about the opinions, work and life of the recruited talents, create good conditions and help solve their difficulties in a practical manner. The Annual Report on the Implementation of the Recruited Talent Project shall be submitted by the end of November each year. A special report shall be submitted promptly when significant progress, breakthroughs or major events in the project implementation occur.
第二十一條 省科技廳按照任務書的考核指標,組織相關(guān)專家定期或不定期對引進人才執(zhí)行項目情況進行監(jiān)督檢查。項目到期后,省科技廳按照《云南省高層次科技創(chuàng)新創(chuàng)業(yè)人才培引工程項目經(jīng)費績效評價指標體系》和科技計劃項目驗收程序進行績效 評價和驗收。
Article 21 The Provincial Department of Science and Technology shall organize relevant experts to conduct supervision and inspection of the projects implemented by the recruited talents on a regular or irregular basis in accordance with the assessment index in the Tasks. Upon the accomplishment of the project, the Department shall carry out the performance appraisal in accordance with the Performance evaluation Index System for the Innovative-Project Funds for Yunnan’s Recruited Technological Talents and other relevant appraisal procedures.
第二十二條 引進人才項目通過驗收后,繼續(xù)在滇工作的,可推薦認定為省中青年學術(shù)和技術(shù)帶頭人或省技術(shù)創(chuàng)新人才。
Article 22 The talents who continue to work in Yunnan after their projects have passed the final appraisal shall be recommended and accepted as Yunnan’s young or middle-aged academic and technological leaders, or technological innovators.
第二十三條 對考核評價為優(yōu)秀的引進人才,在申報省科技計劃項目等方面予以優(yōu)先支持。對用人單位不落實任務書承諾的配套措施的,省高端科技人才引進計劃將不再予以支持。對無特殊原因未完成基本任務指標的引進人才,將予以通報批評,用人單位3年內(nèi)不得申報省科技廳人才培養(yǎng)的相關(guān)項目。
Article 23 The talents ranking in the appraisal as outstanding recruited talents will enjoy priority in applying for scientific and technological projects in Yunnan. Employers who have failed to provide supporting measures stipulated in the Tasks will no longer receive supports from the Provincial Talent Program. Those recruited talents who have failed to accomplish the basic tasks without special reasons shall be subject to a public criticism and their employers are not allowed to apply for relevant talent cultivation projects sponsored by Yunnan Provincial Department of Science and Technology in the following three years.

Chapter IV Supplementary Provisions
第二十四條 本辦法由云南省科學技術(shù)廳負責解釋。
